But you can't say that a veteran cop who has risen to the rank of Major, which is one step below Captain- didn't know to avoid any situation that is:

1. Illegal
2. It can easily lead to blackmail and the only way to avoid that is to concede to their demands (which is always easier, whatever the demands may be) or it forces him to admit to his superiors exactly what happened. There is also the chance that the Major could have fucked over the woman and the pimp by claiming otherwise.
