A Children's Services Council (CSC) is a countywide special-purpose government, in essence a taxing district, created by ordinance – and approved by local voters – to fund programs and services that improve the lives of children and their families.
In Palm Beach County, voters created a Children’s Services Council in 1986. For the 2013-2014 fiscal year, which runs October 1 through September 30, the millage rate is .7025. Of CSC’s total budget, 83% comes from property taxes. The rest comes from grants and other income.
