Raja isn't a cop anymore. PBG dumped him. He was not acting within the capacity of law enforcement that night. He was on private detail at the hotel down the street. When he approached Jones, he had no badge and no radio. He was dressed in street clothes. He was in his own vehicle. Jones was breaking no laws. He was on the phone with roadside assistance. There's an audio recording of the encounter between the two.
Raja's actions meet the elements of manslaughter. It all depends on how the case is presented. A civil case puts a lot of heat on local prosecutors.
